Hi Richard!

In response to feedback we have heard since the last Zoning Board hearing in June, our team has been working on modifications to the building layout elevations and landscape plans for the redevelopment of Leefort Terrace. As of the ConCom meeting on Tuesday we only had the civil and landscape plans ready to share. The renderings have now been completed and you, as well as the rest of the community, can see them in the "About" section.

Resident selection for affordable housing typically take place via a lottery, in accordance with state requirements, . The reconstructed Leefort Terrace will include Section 8 Project Based Housing Choice Vouchers including but not limited to the 50 replacement public housing units. Those vouchers will be subject to the preferences and priorities that Salem Housing Authority has established in its voucher program. The SHA voucher program currently includes preferences for local residents and employees, and veterans, among other priorities. The Salem Housing Authority and Beacon Residential Management will work together with the state and other lenders and investors to develop a leasing plan that complies with applicable policies, and screen residents who are drawn from the lottery and/or SHA wait list for income and other eligibility requirements. We will offer apartments to eligible household until the units are all filled. All remaining applicants will be added to a waitlist. We expect that the households who apply to live at Leefort Terrace will be from Salem and neighboring communities, providing needed additional affordable housing to the local and regional housing stock.

Barbara, thank you for your comment. You bring up an excellent and important point about protecting this community, and its infrastructure, from flooding. As it currently sits with all residential units on the ground floor at grade, Leefort Terrace is at an incredible risk of potentially life threatening flooding. What we are looking to do is revitalize the project with new resilient building practices and technology that not only protects the residents from future flooding, but improves the greater community as well through better drainage and stormwater management systems.

If you haven’t already done so, take a look at our FAQ section yet. We have some great information in there that may answer some of your questions including on our regenerative community process, environmentally positive design, accessibility and universal design. If you still have more, please feel free to reach out and ask. We are happy to continue the conversation.

The new development will be available for all current residents of Leefort Terrace to return. The additional units will be open to any income qualified household from Salem or any other community.

Richard, thank you for sharing this opinion. We always want to do better job at including everyone in the planning and engagement process of this project.. Our intent with our community process that includes Regenesis Group is to work with the community to see this one site and development as part of the larger and complex social and environmental system with many competing forces and needs. We intend to continue to work with the community to see how we can harmonize and work together for a common good.

Jay, we understand that previous projects in the greater region, unrelated to this one, have likely caused a distrust in the development process for you. We also know that you aren’t alone in this and are worried about a difference in what is proposed versus what you will actually see. As for this project, our current proposal is for 125 units. We are replacing all 50 current state public housing units and adding 75 more units for moderate, low and extremely low income households.

Thomas, our site plan has not been approved. The plans that you see today are just an early suggestion of what we think this community can become and will continue to be adapted based on community needs and outreach. As a neighbor to this project we believe strongly that your voice is essential to the strategy and development of Leefort Terrace. It is not our intention to make you, or any other neighbor or community member, feel left out of the engagement process. All of our meetings, and engagement through the coUrbanize platform, has been open to the greater community. We will do a better job at making that more clear as we move forward.

Kathryn, we appreciate hearing from you. Respectful and affordable housing is something that we are striving to achieve. We understand that you may not feel that we are providing that to the community at the moment, but we want to work with you to make sure that we achieve our common goal. Your mention of Cabrini Green makes us wonder if you would be willing to work with our team to tell that story and how we can do something different here.

Group response part 2:
Richard, we understand your concerns about Beacon Communities being a private developer. Although it may not change your opinion on this matter, we do want to make sure that our mission for this community is clear. We are deeply committed to the current residents of Leefort Terrace, its neighbors, and the greater Salem community. Involving a private developer allows the Salem Housing Authority (SHA) to raise private funding for this rescue mission, over and above what would otherwise be available from government funds raised by tax revenue. The SHA will remain the owner of the land, and Beacon Communities will operate the property to the specifications of the SHA. Beacon Communities has successfully rebuilt public housing in multiple communities using this approach. It is our mission to provide affordable housing opportunities to those who struggle to find it and for those who currently live in unsustainable conditions. Beyond how this project is funded we want to solve the very same problems which you’ve highlighted that have plagued affordable housing throughout the region for decades. We would like to continue to learn more from you about your beliefs and community goals and how we can come closer to understanding and achieving them.

Hi everyone! Thank you all so much for your questions, comments and voicing your concerns. We cannot reply to each one of you individually through this platform, so we’ve done our best to address your comments here across several posts due to work limits. Part 1:

Rosemary, We hear your feedback regarding the height and size. Our current proposal for 125 total apartments is substantially reduced from the initial study as a result of community input. A 50 unit development would not be able to serve the capacity or the affordable housing needs of this community. Beyond these details, we have yet to develop the overall layout of the project site with any specific design style consideration. What you see in the site plan is simply where we expect the buildings to be laid out on the site. The aesthetics are very important to us and we are looking for community input on this. Right now we are working on early stage design concepts which we will be showing at our next community meeting which we’ll be scheduling for early next month. We will continue to get community feedback on what we've come up with so far.

Hi Richard, Thanks for the inquiry. As is usually the case in the development process, there are periods of high activity and quieter periods. Since our community meeting we have been exploring a couple of funding options and should have a better sense of what approach we can use soon. From there we will work on possible site plans and come back to the community to present what we've come up with. It will likely be a few months before we will be ready to do that. Stay tuned!

Hi Richard. Yes, Callahan Construction is providing preconstruction services. Prior to construction we will put the project out to bid. Unfortunately there are not any certified MBE or WBE General Contractors in the region that have the bonding capacity for this size development. However, within the construction contract we will have very strong goals for MBE, WBE and Section 3 (low income) hiring for subcontractors. Beacon has a strong track record of holding contractors to those goals.

Hi Richard,

Beacon Communities is not a certified Minority or Women’s Business Enterprise, however our CEO and the President of Beacon Residential Management are both women. The Executive Director of the Salem Housing Authority is also a woman. On the design team, Icon Architecture and LEC Environmental Consultants are both certified Women-owned Businesses.

Throughout the design and construction we will place a large emphasis on hiring Minority and Women Business Enterprises, with strong goals and oversight set out for the General Contractor.

Hi Richard,

Thanks for your questions. The total Leefort parcel is 3.2 acres and the city parcels are 2 acres. We don’t yet have specific information on buildable acreage as we’ll need to conduct further due diligence. However, with the information about the sites that we do have now, we expect to only build on a small portion of the city parcels, and on roughly 2/3 of the Leefort parcel. We expect that the majority of the two sites combined will be open space. The main page has our community presentation and slide 39 shows the likely buildable and open space portions of each site.

Leefort is in an R-2 zoning district and we anticipate going through a friendly Chapter 40B Comprehensive Permit through the Zoning Board of Appeals for relief from dimensional requirements. This will be a robust approvals process and there will be opportunities for public comments.

To date, the design team has focused initial efforts understanding the site and feasibility.
