Hi Jennifer, The first building will likely not require any relocation of existing residents. In the event some households need to move, they will receive more than 12 months notice. For relocation, our primary goal is to move existing households directly into new units. Second, if a new unit is not yet available, the relocation team will work to move households to a vacant, existing unit at MEM. Third priority is to temporarily relocate households within the BHA portfolio until the new unit is complete. Section 8 vouchers will be available for households to move into private apartments. There will also be down payment assistance available for households looking to purchase a home. All households will have the right to return and rents will continue to be set at 30% of household income and CANNOT be converted to market units.

Hi Jennifer, yes, our plan includes 20 mixed-income townhomes along Devine Way!
WinnCompanies commented on Mary Ellen McCormack Redevelopment 2 months, 3 weeks ago
The project includes a significant number of direct-entry townhome units with private entries and stoops on the ground floor of larger residential buildings. The units will be designed for larger families. The project team designed this unit type at the request of residents who like the row houses.

Hi Jennifer,

Thank you for your note. The first phase will commence in the spring of 2023. The BHA is selecting a relocation consultant to work on this project with Winn, the Task Force and MEM residents. If residents are required to be relocated for the first building to commence construction, they will be notified at least 12 months in advance and work with a relocation professional to assist with their move, hopefully to another unit at MEM. Our primary goal is to move existing households directly into new units. Second, if a new unit is not yet available, the relocation team will work to move households to a vacant, existing unit at MEM. Third priority is to temporarily relocate households within the BHA portfolio until the new unit is complete. Section 8 vouchers will be available for households to move into private apartments. Hi Samuel, MEM residents will not be responsible for paying any relocation-related expenses, and will receive the following relocation benefits:
1) relocation advisory services, including counseling and assistance to help prepare for relocation and find temporary housing,
2) payment for reasonable moving expenses, and
3) payment for the reasonable additional cost of a comparable replacement dwelling to rent or buy, including utility services.
For more information on relocation, please visit the Letter of Assurance part of this website. Thank you!

Hi Maryann, thank you for your comments. The first phase of construction will commence once all permits are received. We expect construction of the first building to commence in the first half of 2023. In regards to your security concerns, there will be a robust, integrated, security plan and system established by Winn and resident leadership. The system will include exterior and interior cameras, remote monitoring of cameras, secured building entries and roving guards. Site and security concerns will be communicated to resident task force and property management, which will actively deal with any issues.

Niita, we agree that Mary Ellen McCormack is in a terrific location. One of our main goals with this redevelopment is to improve and strengthen the connection with the surrounding community, while adding neighborhood-scale retail (market, pharmacy, bank) and open space in to the neighborhood, as well.

Hi Jennifer,

Thank you for reaching out. We expect construction of the first building to commence next year. Additionally, we followed up with the BHA on the specifics of your situation as they will be responsible for the relocation process. Their response is below:

All MEM resident households will need to relocate from their current apartments at some point during the redevelopment, and BHA will provide every household with a relocation apartment that matches the household’s needs in terms of number of bedrooms and other features. If a current household includes adult children who could split from a parent’s household, BHA may offer the family two public housing units or two Section 8 vouchers (or a combination) if there is not available one single unit that would meet the family’s needs. But BHA expects to offer splits (that is two relocation offers) only in those instances where a single appropriate unit is not available. Splits would be made at BHA’s discretion and in furtherance of BHA’s obligation to relocate all current household members to appropriate units.
WinnCompanies commented on Mary Ellen McCormack Redevelopment 1 year, 2 months ago
Hi Anne,

We will reach out to the BHA and ask that they look into your transfer request. The new units will all be visitable with units specifically available for seniors and people with disabilities. There will even be parking for your scooter. But we understand that your situation is urgent and it is important you are moved to a unit more suitable for you.

Hi Shane and Kerry,

Thank you for the feedback. The renderings as shown do not reflect the ultimate architectural style and design of the proposed redevelopment. The images provided are representative of the planning principles sought by the residents and neighborhood: activated open spaces, active ground floors, retail, community space, and more. The project team will be submitting the Project Notification Form to the Boston Planning and Development Agency this summer. Included in that submission are renderings of the first three buildings to be constructed as part of this project. The distinctive buildings honor the architectural fabric of South Boston and the surrounding neighborhoods.

Hi Xin,
Thank you for your comment. There will be no change in affordability or tenant protections when MEM is redeveloped. Residents will continue to pay 30% of their income in housing costs. The BHA will continue to own the land and lease it to WinnCompanies. The tenant protections will be memorialized in the ground lease.

Hi Dan,

We are working with local and national non-profits to ensure long term funding streams for the vital community programs and resources this development deserves to improve the lives of residents. WinnCompanies has completed hundreds of high-quality mixed-income housing developments across the Northeast and Mid-Atlantic over its 45+ year history. The firm's successful track record and lifelong bonds created with resident groups at its communities is why the Mary Ellen McCormack residents choose WinnCompanies as its development partner. Two great examples of WInnCompanies' successful low-income housing partnerships can be found in Boston: Mission Main in Mission Hill and Castle Square in the South End. Redeveloped in partnership with the tenant associations. Each was redeveloped 20 and 40 years ago respectively and these developments remain award-winning communities.

Hi Richard,

WinnCompanies, the BHA and the City of Boston are still working on developing a redevelopment proposal and financing structure before beginning the community planning and entitlement process. We hope to share a more definitive date in the coming weeks. Thank you for your patience.
WinnCompanies commented on Mary Ellen McCormack Redevelopment 2 years, 8 months ago
Hi Rick,

The project will include on-street, off-street, and garage parking options for residents. In total, there will be over 1,000 new parking spaces created. Some parking options will be free while others will have a monthly fee. The final parking solution will be determined over time and through the community planning process with MEM residents, the neighborhood and City planning officials. We hope to begin this process soon.

Hi Anne,

WinnCompanies commented on Mary Ellen McCormack Redevelopment 2 years, 9 months ago
Hi Richard,

By executing the ground lease and other regulatory agreements, the BHA and WinnCompanies will ensure that the replacement units remain affordable for the existing residents. When a low-income household moves out, the unit will be filled by another low-income household. In addition to the replacement affordable units, WinnCompanies is proposing new middle-income and market-rate housing, creating a mixed-income community.
WinnCompanies commented on Mary Ellen McCormack Redevelopment 2 years, 9 months ago
Hi Erica, I cannot confirm how rent is calculated at the Old Colony/ Anne M. Lynch Homes. The tenant-paid rent for the redeveloped Mary Ellen McCormack units will be determined by HUD and calculated as 30% of a tenants income. Because of this, there will be no price range as each tenant paid-rent will be unique and based on their income. There will be a mix of affordability income tiers as required by financing sources, but the rent calculation will be the same for all affordable tenants.
WinnCompanies commented on Mary Ellen McCormack Redevelopment 2 years, 9 months ago
Hi Dan, WinnComapnies will be signing a 99 year ground lease with the Boston Housing Authority to ensure the redevelopment provides high quality, mixed income housing for years to come. The architecture and construction materials selected will be of the highest quality. WinnCompanies is a unique firm as it develops, owns and manages its properties for decades.
WinnCompanies commented on Mary Ellen McCormack Redevelopment 2 years, 10 months ago
Hi Ann,

We will post updates regarding future resident and community meetings on this site. Additionally, flyers will be distributed throughout the development. Thank you for your continued interest in the redevelopment's success.
WinnCompanies commented on Mary Ellen McCormack Redevelopment 2 years, 10 months ago
Hi Gail,
The first building is proposed to be built in the location of the tennis and basketball courts on Devine Way, requiring no off-site relocation of existing families. Generally, the project will start on the north side of the development by the church and work south towards JFK station.

Residents will be given at a minimum, twelve months notice before they need to move from their current homes. Each household will meet with relocation advisers to assist them in finding a temporary home while construction takes place.

Construction will take place in phases and only households living in buildings requiring demolition for construction to proceed will be relocated. Other households will be able to continue living in their existing units until future construction is scheduled to proceed.

Hi Gail, When the BHA and Mary Ellen McCormack residents selected WinnCompanies is the Fall of 2017, all were hopeful of starting construction in late 2019 to early 2020. A thoughtful master planning and community outreach effort along with diligent financial analysis review have pushed back the start date for permitting.

Shalita, we agree. It is time to redevelop Mary Ellen McCormack and provide high-quality, newly constructed units for residents. We expect to begin construction on the first building in 2021. Before construction starts, we will need to go through an extensive, public, City permitting process. Be sure to come to meetings, support the redevelopment effort and tell officials how you want to see change happen now.

The new buildings will create affordable homes for all residents with one building specifically for seniors. Every building will have elevators and accessible units. The first building will not require any relocation and future buildings will minimize the temporary relocation of residents. There will be meetings specifically on relocation as the progresses.
WinnCompanies commented on Mary Ellen McCormack Redevelopment 3 years, 2 months ago
Hi Roxanne and Latoya, The planning process with the BHA, Task Force and residents took longer than originally expected but we are working to proceed as quickly as possible. The timeframe for each phase is primarily driven by relocation. The BHA, Task Force and WinnDevelopment sought to minimize off-site relocation. It is important that you and your neighbors remain supportive of the redevelopment during the permitting process. Relocation preferences are being established by the BHA and Task Force that may provide certain households the opportunity to move into a new unit sooner. Also, community benefits built in the early phases, notably the Community Center, Community Green, and associated services and programming will benefit all residents (new and old units). We will continue to post updates and dates for upcoming meetings here.

Hi Dan, Based on feedback from residents, we are designing one and two story townhomes with private, direct entries in the new development. We expect these units will serve larger families.

As for relocation, the process will not begin until late 2020 or early 2021. WinnDevelopment and the BHA will hire a relocation expert. Household requiring relocation will receive at a minimum, 12 months notice. The relocation experts will interview the households, help find temporary housing, provide packing supplies and hire movers. All will be provided at no cost to the residents.

Hi Rose,

Yes, if you need to be relocated off-site during construction and decide to take the Section 8 mobile voucher, you will be able to move back to Mary Ellen McCormack once construction is complete.

As for your concern on segregating the affordable units from the market rate units, that rumor is false. While we are proposing certain buildings with robust services be for affordable residents (notably seniors and families), every other building at the site will be mixed-income. There will be affordable units mixed in with market units in every other building.
WinnCompanies commented on Mary Ellen McCormack Redevelopment 3 years, 6 months ago
Hi Richie,

We have been finalizing the proposed plan with the BHA and will provide a full update to the residents this Spring. While we are proposing certain buildings be for affordable residents (notably seniors and families), every other building at the site will be mixed-income. There will be affordable units in every building, including the buildings on Old Colony Avenue..

Relocation will not begin for another year at least. We still need to share the proposed plan with residents, community members and begin the review process with the City of Boston. This all takes time and residents will be provided plenty of notice related to relocation. A relocation specialist will work with households that will need to move off-site during construction. This specialist will assist them with finding a new unit, packing and moving.
WinnCompanies commented on Mary Ellen McCormack Redevelopment 3 years, 6 months ago
Hi Dan,

The existing 1,016 will all be replaced, and remain affordable. We are proposing an additional 2000+ units of market rate and middle income housing as part of the redevelopment. In total, the proposed redevelopment will have over 3000 units of housing
WinnCompanies commented on Mary Ellen McCormack Redevelopment 3 years, 6 months ago
Hi Dan and Penny,

Thank you for your comments. We are designing the buildings to have direct-entry townhomes with stoops and front porches. As for the retail, it will mainly be small scale shops and restaurants lining streets like Logan Way. We are proposing a pharmacy, small grocer, and other service-based retail for the residents and abutting neighborhood. Street and garage parking will be available for residents.
WinnCompanies commented on Mary Ellen McCormack Redevelopment 3 years, 6 months ago

We are working hard with our partners at the BHA to finalize the proposed site plan and move forward with the redevelopment. We hope to have a Community Meeting later this spring.

WinnCompanies commented on Mary Ellen McCormack Redevelopment 3 years, 6 months ago
Hi Lauren and Sandie,

Winn has proposed creating townhome units in the new development to provide existing residents the opportunity to move into housing type similar to their current situation. The timeframe for moves and phasing plan will be provided to residents this Spring. Our goal is to limit the number of families that need to temporarily move off-site during construction, and maximize the number of one-way moves from existing units into new units.
WinnCompanies commented on Mary Ellen McCormack Redevelopment 3 years, 7 months ago
Hi Dan and Anne,

Thank you for providing this history! The new project will include the services that were lost over time and more. Laundry will be provided in units and communal laundry rooms. Hi Dan,

Thank you for comment. Mary Ellen McCormack is very well built but to improve the community for all residents, the existing buildings will need to be demolished. The redevelopment will make the site fully accessible, provide community services and resident amenities while increasing site security. The new project will be built by 100% union trades, with various materials (brick, concrete, steel, wood) and meant to last another 80+ years.

We intend to rebuild and improve the existing streets within Mary Ellen by making them wider with the same number or more on-street parking spaces. We also plan to propose building new streets that will offer additional on-street parking. Our goal is to create an adequate number of parking spaces to serve the redevelopment, Ultimately, the final number of off-street parking spaces will be discussed and determined through the community planning and permitting process.

Hello. We hope to maximize the number of one way moves (old unit to new unit), limiting the number of households that are relocated. For those households that need to move, we hope to be able to keep as many residents as possible on-site during construction moving them to vacant units. The two other options include moving to another BHA community (in South Boston or other neighborhoods) or taking a Section 8 voucher and moving to a private apartment community anywhere in US.

Resident safety and security is a top priority. Security through smart design and community policing is very important to our team. We will also be installing cameras and working with private security company and the Boston Police Department to rid the community of drug dealers and illegal activity.

Thank you, Mr Kreft. The FAQ document on this web site answers your questions about moving costs. Safety and security are a top priority. As part of the redevelopment, we intend to propose on-site security staff, security cameras that are monitored 24/7, and controlled access to each building. We have those kinds of policies in place at all of the properties we manage. The property will be managed by WinnResidential, an award-winning property management company that has an excellent reputation for building and grounds maintenance. We take lease violations seriously. In partnership with residents like you, we will create and enforce rules that protect a positive quality of life in the community.
WinnCompanies commented on Mary Ellen McCormack Redevelopment 4 years, 2 months ago
Thank you, Mr Kreft. We are based here in Boston and we are known for and committed to quality construction. The team we have assembled on behalf of the BHA and Mary Ellen McCormack residents brings with it two centuries of combined experience on large-scale, phased mixed finance redevelopments. Our collective goal is to create a 21st century neighborhood where the residents are the highest priority, not just through new homes and new community amenities, but through social and job programs designed to create a better quality of life and the chance to pursue brighter futures for themselves and their families.
WinnCompanies commented on Mary Ellen McCormack Redevelopment 4 years, 2 months ago
The property and its buildings have not undergone significant renovations since being built 80 years aso. The BHA asked developers to propose ways to upgrade and sustain this important affordable housing communities in the wake of historic federal budget cuts.
WinnCompanies commented on Mary Ellen McCormack Redevelopment 4 years, 2 months ago
Thank you for your comments, Mr. Kreft. WinnCompanies was selected as the developer in August 2017 by the BHA after a public process. Ours was one of five proposals that BHA received. A selection committee comprised of residents of the Mary Ellen McCormack and BHA staff reviewed proposals and interviewed all teams that submitted proposals. WinnCompanies received high points from the selection committee for its demonstrated model for strong resident partnerships and robust resident services, items which are a priority for existing residents. Many of your concerns are addressed in the FAQ document on this web site. Construction is not likely to begin for at least a year and will occur in phases over many years. We will replace every public housing unit. Existing residents in good standing will have the right to return to site as the new units are ready for occupancy. Residents will be offered relocation options that will include moves to other buildings on the property until new units are completed. or moves to other BHA public housing sites or the use of Housing Choice/Section 8 vouchers until the new apartments are ready. Resident input on furnishings, features and services are very important, which is why we have asked residents for their priorities in person and through this web site.

Thank you, Richard, for your comments. We intend to propose a multi-story, multi-use community center that would make programming and services available not only to residents of the property but also to those in the surrounding community as well. Based on preliminary plans, the community center would be located next to a community green space that could accommodate outdoor events for neighborhood, as appropriate. We have stated from day one that our vision for Mary Ellen McCormack is to develop apartment homes for all income levels. Our first priority is to current residents and the one-for-one replacement of the existing, deeply affordable units they live in today. In addition, we are planning a significant workforce housing component to provide middle income units to those who do not qualify for subsidized housing but also can’t afford to pay Boston’s market rate rents, which is often the case with police officers, firefighters, teachers, and municipal employees. We also are planning to develop market rate apartments, which will help finance the redevelopment costs. Regardless of income level, the buildings will feature various unit types (studios to three bedrooms) to appeal to a range of ages and household sizes. In short, our vision is to develop an inclusive, true mixed income community with “same finish” affordable apartments integrated throughout all buildings.

Hi Richard, thank you for your thoughtful comment. We are incorporating feedback from the Resident Open Houses, coUrbanize comments and Office Hours conversations and plan on presenting proposed plans and renderings at a meeting towards the end of July/early August. You are correct that the density of the site will be increased and there will be tall buildings in the proposed redevelopment. We are seeking to retain the existing street grid and many of the mature and healthy street trees, allowing for new buildings built at interesting angles. Other design features including setbacks will also make the larger buildings more approachable.

Hi Anne, Thank you for your comment. WinnResidential will strictly enforce leases and ensure everyone living in the new apartments are on the lease. In the first Phase, we are planning an elderly building with various unit sizes to allow for situations like yours. The building will have an elevator, no need to worry about taking the stairs again. We will also have senior-specific resident and health services on site to supplement the care provided by loved ones.

Hi Laura, you make a great point! We are working with an arborist to survey the health of the existing street trees and determine which to preserve. We hope to retain as many street/site trees as possible and incorporate them into the revised Master Plan.

We intend to propose onsite day care and after-school programs at the community center. The community center would be next to a large community green space that could be used for outdoor games and activities for the children.

Hi Dan, we agree! Our first priority is the one-for-one replacement of the existing, deeply affordable units. Integral to the project is the creation of workforce/middle-income housing for police officers, firefighters, teachers, and municipal employees. Upon completion, Mary Ellen McCormack be the largest workforce/middle-income in Boston, possibly the United States.
