The permitting process for such a significant project is a long process and subject to a large amount of review by multiple stakeholders. Hi Jennifer, The delays are very frustrating. The permitting associated with such a large redevelopment requires a significant number of stakeholders and reviews. This process as well as efforts to secure City and State funding will wrap up early in 2023 to ensure construction begins on the first building by the end of 2023.

Jennifer, beyond the townhomes on Devine Way, we are designing direct-entry units on the ground floor of almost every residential building on-site. We will prioritize these units for existing MEM families. The units will have private entries from the street/sidewalk with a stoop or patio. We estimate well over a 100+ units of this type across the entire redevelopment.

Hi Hans, one of the Guiding Principles for the redevelopment established by the BHA, WinnDevelopment and MEM residents is diverse, programmed open space. The proposed project is creating multiple parks and open spaces for the benefit of MEM residents and the surrounding neighborhood. In its current location, the Model of the Universe, sits in the future location of replacement affordable and mixed-income housing. The development team will work with the residents and community to design the new park spaces. If community members would like the universe to be recreated, we’d love incorporate it into a new park or playground!

For relocation, our primary goal is to move existing households directly into new units. Second, if a new unit is not yet available, the relocation team will work to move households to a vacant, existing unit at MEM. Third priority is to temporarily relocate households within the BHA portfolio until the new unit is complete. Section 8 vouchers will be available for households to move into private apartments. There will also be down payment assistance available for households looking to purchase a home. All households will have the right to return and rents will continue to be set at 30% of household income and CANNOT be converted to market units.

We expect construction of the first building to commence in the first half of 2023. In regards to your security concerns, there will be a robust, integrated, security plan and system established by Winn and resident leadership. The system will include exterior and interior cameras, remote monitoring of cameras, secured building entries and roving guards. Site and security concerns will be communicated to resident task force and property management, which will actively deal with any issues.

All MEM resident households will need to relocate from their current apartments at some point during the redevelopment, and BHA will provide every household with a relocation apartment that matches the household’s needs in terms of number of bedrooms and other features. If a current household includes adult children who could split from a parent’s household, BHA may offer the family two public housing units or two Section 8 vouchers (or a combination) if there is not available one single unit that would meet the family’s needs. But BHA expects to offer splits (that is two relocation offers) only in those instances where a single appropriate unit is not available. Splits would be made at BHA’s discretion and in furtherance of BHA’s obligation to relocate all current household members to appropriate units.

Thank you for your comment. There will be no change in affordability or tenant protections when MEM is redeveloped. Residents will continue to pay 30% of their income in housing costs. The BHA will continue to own the land and lease it to WinnCompanies. The tenant protections will be memorialized in the ground lease.

Hi Rick,
The project will include on-street, off-street, and garage parking options for residents. In total, there will be over 1,000 new parking spaces created. Some parking options will be free while others will have a monthly fee. The final parking solution will be determined over time and through the community planning process with MEM residents, the neighborhood and City planning officials. We hope to begin this process soon.

By executing the ground lease and other regulatory agreements, the BHA and WinnCompanies will ensure that the replacement units remain affordable for the existing residents. When a low-income household moves out, the unit will be filled by another low-income household. In addition to the replacement affordable units, WinnCompanies is proposing new middle-income and market-rate housing, creating a mixed-income community.

Hi Erica, I cannot confirm how rent is calculated at the Old Colony/ Anne M. Lynch Homes. The tenant-paid rent for the redeveloped Mary Ellen McCormack units will be determined by HUD and calculated as 30% of a tenants income. Because of this, there will be no price range as each tenant paid-rent will be unique and based on their income. There will be a mix of affordability income tiers as required by financing sources, but the rent calculation will be the same for all affordable tenants.

Hi Gail,
The first building is proposed to be built in the location of the tennis and basketball courts on Devine Way, requiring no off-site relocation of existing families. Generally, the project will start on the north side of the development by the church and work south towards JFK station.
Residents will be given at a minimum, twelve months notice before they need to move from their current homes. Each household will meet with relocation advisers to assist them in finding a temporary home while construction takes place.
Construction will take place in phases and only households living in buildings requiring demolition for construction to proceed will be relocated. Other households will be able to continue living in their existing units until future construction is scheduled to proceed.

Hi Gail, When the BHA and Mary Ellen McCormack residents selected WinnCompanies is the Fall of 2017, all were hopeful of starting construction in late 2019 to early 2020. A thoughtful master planning and community outreach effort along with diligent financial analysis review have pushed back the start date for permitting.

Thank you for your comments. The new buildings will have trash and recycling rooms on every floor. Residents will bring their trash and recycling to these rooms and send their rubbish via chutes into compactors and dumpsters on the ground floor. This will greatly improve the cleanliness of the site.

Hi Roxanne and Latoya, The planning process with the BHA, Task Force and residents took longer than originally expected but we are working to proceed as quickly as possible. The timeframe for each phase is primarily driven by relocation. The BHA, Task Force and WinnDevelopment sought to minimize off-site relocation. It is important that you and your neighbors remain supportive of the redevelopment during the permitting process. Relocation preferences are being established by the BHA and Task Force that may provide certain households the opportunity to move into a new unit sooner. Also, community benefits built in the early phases, notably the Community Center, Community Green, and associated services and programming will benefit all residents (new and old units). We intend to rebuild and improve the existing streets within Mary Ellen by making them wider with the same number or more on-street parking spaces. We also plan to propose building new streets that will offer additional on-street parking. Hello. We hope to maximize the number of one way moves (old unit to new unit), limiting the number of households that are relocated. For those households that need to move, we hope to be able to keep as many residents as possible on-site during construction moving them to vacant units. The two other options include moving to another BHA community (in South Boston or other neighborhoods) or taking a Section 8 voucher and moving to a private apartment community anywhere in US.

Resident safety and security is a top priority. We are planning to locate parks and playgrounds next to residential buildings, the Community Center, and other highly visible locations so that there are "eyes on" these areas. Security through smart design and community policing is very important to our team. We will also be installing cameras and working with private security company and the Boston Police Department to rid the community of drug dealers and illegal activity.

Thank you for your comments, Mr. Kreft. WinnCompanies was selected as the developer in August 2017 by the BHA after a public process. Ours was one of five proposals that BHA received. A selection committee comprised of residents of the Mary Ellen McCormack and BHA staff reviewed proposals and interviewed all teams that submitted proposals. WinnCompanies received high points from the selection committee for its demonstrated model for strong resident partnerships and robust resident services, items which are a priority for existing residents. Many of your concerns are addressed in the FAQ document on this web site. Construction is not likely to begin for at least a year and will occur in phases over many years. We will replace every public housing unit. Existing residents in good standing will have the right to return to site as the new units are ready for occupancy. Residents will be offered relocation options that will include moves to other buildings on the property until new units are completed. or moves to other BHA public housing sites or the use of Housing Choice/Section 8 vouchers until the new apartments are ready. Resident input on furnishings, features and services are very important, which is why we have asked residents for their priorities in person and through this web site.

Based on preliminary plans, the community center would be located next to a community green space that could accommodate outdoor events for neighborhood, as appropriate. We have stated from day one that our vision for Mary Ellen McCormack is to develop apartment homes for all income levels. Our first priority is to current residents and the one-for-one replacement of the existing, deeply affordable units they live in today. In addition, we are planning a significant workforce housing component to provide middle income units to those who do not qualify for subsidized housing but also can’t afford to pay Boston’s market rate rents, which is often the case with police officers, firefighters, teachers, and municipal employees. We also are planning to develop market rate apartments, which will help finance the redevelopment costs. Regardless of income level, the buildings will feature various unit types (studios to three bedrooms) to appeal to a range of ages and household sizes. In short, our vision is to develop an inclusive, true mixed income community with “same finish” affordable apartments integrated throughout all buildings.

Our hope is that seniors and others with disabilities have the opportunity to move into new units first. Our plan also seeks to limit the number of households that are relocated off-site. Hello, the planning and permitting process will begin this summer and take 12-18 months. We will be hosting meetings with residents, abutters and the neighborhood before filing permitting submissions with the City and State. We will also share updates using this website. Once approvals are received we will begin the relocation process for households to be displaced by the first phase (location to be determined). We expect to start construction on the first phase in 2-3 years.

As part of the redevelopment, we intend to propose on-site security staff, security cameras that are monitored 24/7, and controlled access to each building. We are also working with a retail and placemaking expert to plan small business retail shops we can bring to the community. These retail stores will bring opportunities for jobs and jobs training. We hope to bring an affordable, small, grocer or market to the redeveloped site.

We will be working with the residents, abutters, neighborhood to design the master plan for the redevelopment. We expect to formally start the planning process this fall, receive permits/approvals next year, and start construction on the first phase in the winter of 2021. The location of the first phase is still be determined.

Thank you for the comment. We exploring different types of playgrounds to include in the new development, including ones with fountains or splash pools. We are also planning on creating a large community center that will host programs for residents and the greater community as well as larger events and meetings. The project will have on and off-street parking for residents. Today, the streets are City-owned and parking rules and regulations are set by the Boston Transportation Department. We are exploring options as part of the redevelopment to better manage parking rules with the City.

Hi Anne, Thank you for your comment. WinnResidential will strictly enforce leases and ensure everyone living in the new apartments are on the lease. In the first Phase, we are planning an elderly building with various unit sizes to allow for situations like yours. The building will have an elevator, no need to worry about taking the stairs again. We will also have senior-specific resident and health services on site to supplement the care provided by loved ones.

Integral to the project is the creation of workforce/middle-income housing for police officers, firefighters, teachers, and municipal employees. Upon completion, Mary Ellen McCormack be the largest workforce/middle-income in Boston, possibly the United States.
