    With the support of FoxRock Properties, endorsed by the Hospital Hill Neighborhood Association, and with the recommendation of the Planning Board, the Quincy City Council passed an amendment to the Planned Unit Development (PUD) District that reduces height and density on the 114 Whitwell site, and mandates a minimum of 20% open space.
