Board Reviews Concept and Master Plan

On July 19, 2016, the Board of Trustees was briefed on the concept rendering and master plan for the

District Support Operations building.  The Citizens Advisory Committee will be charged with next steps.

Board Awards Construction Manager Contract

May 17, 2016 - Discussion and Possible Action on the Purchase of Construction Manager-at-Risk
Services for a District Support Operations Administration Complex.

On a motion by Trustee Dr. Sprague, seconded by Trustee Dr. Katz, and by unanimous vote
of the Board of Trustees, the following amended minute order was adopted:

“The Board of Trustees hereby awards the contract to Skanska USA Building, Inc. for
the Purchase of Construction Manager-at-Risk Services for a District Support
Operations Administration Complex for the Guaranteed Maximum Price of $45,000,000
which includes a Pre-Construction fee in the amount of $130,000, a Construction Phase
fee in the amount of $1,282,500 (approximately 2.85% of $45,000,000), and a General
Conditions fee of $1,543,765, for a total fee award of $2,956,265, as requested by the
Associate Vice Chancellor of Facilities Operation and Construction Management. If for
any reason a selected Offeror fails to enter into a contract for this project within a
reasonable period of time, staff is directed to formally terminate negotiations and
proceed to negotiate with the next-ranked Offeror.”

Board Authorizes Arch/Eng Contract

May 17, 2016 - Discussion and Possible Action on the Purchase of Architectural and Engineering Services for the District Support Operations Administration Complex. 

On a motion by Trustee McClendon, seconded by Trustee Dr. Sprague, and by unanimous vote of the Board of Trustees, the following amended minute order was adopted:

“The Board of Trustees hereby authorizes the selection of, and negotiation and execution of a contract with, Ford, Powell & Carson Architects & Planners, teaming with West East Design Group, for the purchase of Architectural and Engineering Services for the District Support Operations Administration Complex, as requested by the Associate Vice Chancellor of Facilities Operation and Construction Management. If for any reason a selected Offeror fails to enter into a contract for this project for a reasonable price not exceeding Alamo Colleges’ published fee range for this project within a reasonable period of time, staff is directed to formally terminate negotiations and proceed to negotiate with the next-ranked Offeror.”

Request for Qualifications – Architect and Engineer

1. Issued Friday 1/22, due back Tuesday 2/23

2. Select Firm MO: to Committee 3/8 with special board meeting to approve same night

3. Award Contract/Fee MO: directly to Board on 3/22 as based on % mark-up on Construction costs budget per our schedule

RFP – Construction Manager at Risk

1. Issued January 29th, responses due March 3rd , can extend to if need rework of concepts

2. Send addendum with concept drawing from Architect (if like initial concepts provided)

3. Best case: Select Firm MO go directly to Board on May 17th 

4. Allows input by Construction Manager at Risk with Facilities and the Architect to ensure a detailed engineering design that can be built within our construction budget .

Board Approves CAC Recommendation & Finalizes Site

September 15, 2015 - The Alamo Colleges' Board of Trustees approved the recommendation of the Citizens’ Advisory Committee for FY 2016 DSO Building Capital Project to build the DSO Building at 2222 N. Alamo Street.

Board Approves Need & Construction, Site Pending

July 21, 2015 - The Alamo Colleges' Board of Trustees approved both the need for and that up to $55 million of debt be issued for the construction of a new DSO building during Fiscal Year 2016 funded by available debt tax revenues.  A portion of the debt will be paid off as existing facilities are vacated and sold; for a net cost of $45 million.

CAC Votes Unanimously on Need, Financing, Site

July 16, 2015 - Citizen's Advisory Committee unanimously agreed to recommend to the Board: 1) that the DSO project is necessary, 2) that the financing strategy is appropriate and 3) that Playland Park is the appropriate site that best benefits the Alamo Colleges, its employees, students and community. They also agreed that member Dr. Richard Gill will represent the committee to report at next Tuesday's Special Committee meeting. Finally, the committee recommends that the Board add a student, staff member and faculty member to the committee to contribute to the design process.

CAC Votes Unanimously DSO Building is Necessary

June 25, 2015 - On a motion by committee member Dr. Gill, seconded by committee member Ybarra, and by unanimous vote of the Committee, they validate the need for a DSO building and that the proposed funding within our existing tax rate is reasonable.
