A new set of plans (Site plan Rev. 10, Landscaping plan Rev. 2) were submitted to the Planning Department on May 2nd. The plans were in response to a letter from the Town Planner, which is also uploaded.

Public Hearing Scheduled

A public hearing will be held on Tuesday, May 9th, 2017 at 7:40 p.m. in the Board of Selectmen’s Room, Ashland Town Hall, 101 Main Street, Ashland, Massachusetts, for consideration by the Zoning Board of Appeals of modifications to a Comprehensive Permit issued to Capital Group Properties dated October 6, 2016, under M.G.L. c. 40B, §§ 20-23, for a 7.62 acre property located at 133 West Union Street in the Residence A Zoning District. The public hearing is to be conducted pursuant to an Order of Remand issued by the Housing Appeals Committee in HAC Case No. 2016-17. Modifications requested include reconsideration of the Board’s denial or partial denial of waivers from Sections 4.1.1 and 5.1.2 of the Zoning Bylaw, namely the Table of Dimensional Requirements and Schedule of Parking Area Requirements, respectively, to permit the development of a 120-unit multifamily housing project with appurtenant parking (and other amenities), reconfigured as depicted in preliminary plans on file with the Board and available for inspection at the Community Development Office in Town Hall during normal business hours.

The Ashland Department of Community Development and Health would like to thank Selby for his ten years of exceptional service to the Town of Ashland, and in specific, for his dedicated service as Ashland's Conservation Commission agent. Through his time and energy, the coUrbanize platform has been kept up-to-date regarding Ashland Conservation Commission activities. Selby has recently moved on to a new position outside of Ashland, and consequently, conservation commission-related updates on coUrbanize will be temporarily unavailable until a new Ashland conservation commission agent is hired. In accordance with regulatory requirements, paper copies of all newly submitted material are located in the Department of Community Development and Health on the second floor of Town Hall, and all Conservation Commission meetings are posted by the Town Clerk in Town Hall and on the Town website at least 48 hours prior.  

 

Once a new Conservation Commission agent has been hired, coUrbanize users will be alerted as to when Conservation Commission-related updates will recommence.  Thank you very much for your patience and understanding.

January 12 Zoning Public Hearing postponed

The Zoning Board's Public Hearing on 133 West Union Street scheduled for Tuesday, January 12 has been postponed.  A future hearing for a date in February will be determined and advertised.  

Tonight's ConCom public hearing rescheduled

The applicant has requested to continue tonight's public hearing to December 14 at 7:15pm.  The ZBA meeting scheduled for December 8 will be rescheduled for December 22 at the applicant's request.

Conservation Commission public hearing postponed

The continued public hearing scheduled for Monday, September 14 is postponed to Monday, October 19 at 7:15pm at the applicant's request. 

DEP issues Superseding Amended ORAD

On August 13, the Massachusetts Department of Environmental Protection issued a Superseding Amended Order of Resource Area Delineation confirming the wetland delineation approved by the Conservation Commission in May. The letter from the DEP can be found in the Information and Plans section to the right. 

 

The next Conservation Commission public hearing on this project will be held on Monday, September 14 at 7:15pm at Town Hall. 

 

The next Zoning Board of Appeals public hearing on this project will be held on Tuesday, September 22 at 7:15pm at Town Hall. 

Tonight's public hearing with ConCom postponed

The continued public hearing for the proposed 140-unit affordable housing project scheduled for tonight has been postponed to Monday, September 14 at 7:15pm. The applicant requested this continuance to finalize the engineering for the re-designed project and allow time for peer review. 

New site plan presented to the ConCom on June 22

At last night's Conservation Commission meeting, a continued public hearing was held on the project. Although it was anticipated the applicant would request to continue the public hearing due to the appeal of the amended Order of Resource Area Delineation issued in May, Capital Group chose to attend the hearing to present plans based on the new wetland line.

 

Project engineer Peter Lavoie presented a revised site plan showing two 4-story L-shaped buildings instead of the previously-proposed four buildings. The wetland crossing was moved to a narrower portion of the wetland and revised to an open-bottom box culvert to eliminate permanent wetland alterations. Stormwater management was changed from entirely underground detention basins to a mix of best management practices which includes two above-ground settling basins. The new plan was uploaded to this platform. 

 

The stormwater management report is approximately 80% complete. Capital Group Properties requested that the new site plan and stormwater management report be peer reviewed. The public hearing was continued to Monday, July 27 at 7:15pm. 

Amended ORAD appealed; ZBA granted extension

The amended Order of Resource Area Delineation issued by the Conservation Commission last week has been appealed by an abutter to the project.  According to the DEP, it will take approximately three months for the appeals process to run its course.  

 

At tonight's ZBA meeting, the Board will continue the public hearing to its July 28 meeting at the request of the applicant. The ZBA is in receipt of a letter from the applicant's attorney agreeing to an extension in time for the decision on the Comprehensive Permit Application to October 6, 2015. 

 

 

 

ConCom issues amended ORAD

At last night's Conservation Commission meeting, the Commission voted to close the public hearing for the review of the wetland delineation and issue an amended Order of Resource Area Delineation. The ORAD references the plan dated May 4, 2015.  This concludes the process for confirming the wetland resource areas on the site. 

 

The Commission will hold a continued public hearing on the Notice of Intent on Monday, June 22 at 7:15pm. 

 

The ZBA will hold a continued public hearing on the comprehensive permit on Tuesday, May 26 at 7:45pm. 

4/27 ConCom Public Hearing is CANCELLED

The ConCom walked the wetland line with Scott Goddard of Goddard Consulting on April 19.  Wetland flags were moved and need to be survey located and an updated plan produced to show the delineation.  The applicant has requested that the 4/27 public hearing be continued to Monday, May 18 because the plan is not ready. 

ConCom meeting recap; site walk scheduled for 4/19

The Conservation Commission held a public hearing on Monday, April 13 to review a request for an amendment to an Order of Resource Area Delineation issued by the Commission for the property at 133 West Union Street. In December, Scott Goddard of Goddard Consulting flagged a new wetland line and has asked the ConCom to amend the ORAD to reflect this delineation. 

 

The ConCom will review the new wetland delineation with Scott Goddard on Sunday, April 19 at 8:30am. The property owner has asked that the public not attend this site walk. 

 

The ConCom will hold a continued public hearing on Monday, April 27 at 7:15pm to discuss the findings from the April 19 site walk. 

April 14 ZBA Public Hearing - CANCELLED

The applicant has requested that the ZBA public hearing scheduled for Tuesday, April 14 be continued to Tuesday, May 26. 

 

The Conservation Commission public hearing to amend the Order of Resource Area Delineation will take place on Monday, April 13. The purpose of this hearing is to schedule a site walk between Conservation Commission members and the applicant's wetland scientist.
