What Has Happened?

The Province of Ontario is building a modern, more reliable and seamless transit network in the Greater Toronto Area with the GO rail expansion program as well as the largest subway expansion in Canadian history – including the brand-new 15.6-kilometre Ontario Line.

As part of this project, the Province is taking a bold new approach to city building and leading the province’s first Transit Oriented Communities Program (TOC). This approach will bring more jobs and housing closer to transit – increasing ridership, reducing congestion, and stimulating economic growth.

The Province and the City have worked together to create a provincially led, expedited process for the review of the TOC proposals that will enable delivery of TOCs while ensuring commitments for transit service delivery are met. The East Harbour TOC proposal was approved by City Council on April 6, 2022 and on April 8, 2022, the Ministry of Municipal Affairs and Housing issued a Minister’s Zoning Order (MZO) in support of the proposal which will create a complete, mixed-use community. The East Harbour project team worked closely with the City of Toronto to create a community benefits package that is additive to what had been secured in 2018 under the Master Section 37 Agreement for the site. What’s Happening Now?

The project team is working on the second submission of the Draft Plan of Subdivision, which will be submitted to the City of Toronto in the coming weeks.

What's Happening Next?

The East Harbour project team is working with City staff to confirm dates for a meeting with the LAC members as well another open house meeting to provide an update on the overall project and more specifically on the community benefits package. Consultation will continue with the community, through this website.

The East Harbour Transit Hub, being delivered by Metrolinx, is expected to break ground in the spring of 2023.
