Have a resident assistant (not landlord) who is trained to work with residents if they have questions or issues (personal, work, life).

Walk ability to stores and restaurants. Arts programming including a community theatre and art gallery space. Public transit hub. Community space for meetings and gatherings.

Name a pond or something within the complex after a person who has done a lot for the disabled or even a James Rouse fountain. This sounds like his dream coming to life. Affordable housing for all.
