  • Cleveland Avenue Homes will consist of a total of 406 units across 5 phases as follows:
  • Phase I              81 units
  • Phase 2             83 units
  • Phase 3             81 units
  • Phase 4             80 units
  • Phase 5             81 units


How do the new units compare in size to the existing units of Cleveland Avenue Homes?

  • All units across all bedroom types will be larger than what is currently at Cleveland Avenue Homes
  • The one bedroom apartments will be 31% larger
  • The two bedroom apartments will be 37% larger
  • The three bedroom apartments will be 55% larger
  • The four bedroom apartments will be slightly larger of approx. 16%


What is the timeline for relocation? Will existing residents be able to return to Cleveland Avenue Homes?

  • It is anticipated that the Relocation of families will begin in 2022 and will continue throughout the duration of the project until 2024. Families will be given ample notice prior to relocation beginning.
  • The project will start construction in 2023 on the VACANT Brown School site. No relocation will be required. The goal of the development team is to minimize relocation for families. The first phase of housing will be built off-site on the vacant Brown School site parcel, which will start construction in 2022 and complete in late 2023. Families will continue to be relocated as each phase is scheduled to begin. Families will be given ample notice of relocation for their respective building.
  • Right to Return: All Cleveland Avenue Homes residents who are in good standing will have the right to return to the new housing. “Good standing” means that a resident is not currently in the process of being evicted. Per HUD Policy, every resident listed on the lease has the option to return, regardless of their conviction history, employment status, or other criteria.


What is the timeline for the development and when will construction start?

  • The first phase of construction (Brown School site) will begin in the first quarter of 2022 and complete in late 2023. All phases will be completed in the last quarter of 2026. As the construction schedule is finalized, these dates may be updated.


What kind of housing will be replaced and built on Cleveland Avenue Homes?

  • The new community will consist of townhomes, apartments in small garden style buildings, and a senior building with an elevator. Townhomes will be a mixture of 2-, 3- and 4-bedroom apartments with porches or stoops that provide an outdoor space for families. Garden apartments will be 2-stories with 2- and 3-bedroom units. The 3-story senior building will overlook the new central park and will include amenities for seniors on the ground floor, such as a senior fitness room, space for visiting health professionals, and senior community room.


Will all families be relocated at once? Will there be assistance to families going through relocation?

  • Not all families will be relocated at once.  Families will be relocated in phases as the new housing is built. Each phase will involve the relocation of approximately 50 families from Cleveland Avenue Homes. The CNI plan allows for a “build-first” site. That means that one phase of housing could be built before any of the existing buildings would need to be demolished. It is projected that phases will come online approximately once per year starting in 2023, so there will be new housing for families to move into throughout the process.
  • All families will have access to family supports and relocation assistance from Urban Strategies, Inc. (USI). Families will meet with their mobility specialists to determine what is the best relocation strategy for their family. There will be a range of options and information. Together with Urban Strategies Mobility Specialists, families will be able to make the best decision for their family.


Will there be local participation with General Contractors and Subcontractors?

  • The development team is dedicated to hiring local and minority general contractors and subcontractors. The HUD Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent possible, provide training, employment, contracting and other economic opportunities to low- and very low-income persons, especially recipients of government assistance for housing, and to businesses that provide economic opportunities to low- and very low-income persons.

  • The best way to stay informed is to attend the monthly resident meetings lead by Urban Strategies in which a housing update will be provided each month.
