I lived in Philadelphia, PA when they developed the east side of the Schuykill River between the art museum and South Street Bridge. The organization that did it had to get easements, etc. but the payoff was huge. (I moved before the ramp to South Street was built and the path went further south. That has since been completed.) Similarly, the Schuykill River has a dam, and they figured out kayaking below the dam. They also have a freeway on the west side of the river, as here.

This area of the city has a lot of lower rent housing. I would hate to see these people displaced.

South Elm is in some desperate need of beautification -- the incorporation of street trees or public art can encourage folks to venture down this way from downtown either by bike or on foot

There's a real need for a connection between S Commercial St and Elm St, for all modes of transportation.
