Completely agreed. It has to be understood that the Harbour Passage isn't just a recreational frill. For many people, it's become a critical link in how they access jobs, services, etc. When the Passage was shut down, they walked on the RR tracks instead - and they were still walking in the Bridge, so now there were two safety issues for the price of one. This was *not* because they were uninformed or unintelligent. It was because they needed this route to get to jobs, services, etc.

It would also be great if the linkage between the Harbour Passage and the Reversing Falls were improved. I realize that this is technically outside the scope of this action plan (as well as requiring the cooperation of OSCO). But we can't think of the central peninsula in isolation. We should also be thinking about how it links to other neighbourhoods, not only by private automobile but also on foot, by bicycle and by public transit.

Harbour Passage is an incredible asset, bringing it all the way around the peninsula and up to Rockwood Park would make it even better

Bike lanes, green spaces, wider sidewalks, fewer car lanes. A six lane viaduct is not required here
