Access and permeability from the surrounding streets will be critical to making the space feel truly public, especially since it is a "courtyard" space. Consider the use of materials and design elements to invite and lead you into the space from the street.

It could appear in multiple ways - the materials and textures, naming, artwork. There is an art plan for the central district that was prepared with significant community input that would be worth referencing.

The option that I really want is not just clothing retailer, but retailers that serve daily needs, so the space is activated in part be default in terms of daily life of the residents and nearby residents.

A mix of everyday retailers and specialty retailers and events. In winter, having a place that provides physical warmth (fire pit, etc) would be great.

The space must have some spaces/retail that are tied to the everyday life of the residents to guarantee that it is consistently used (by default). It would be great to have cafes and places to "hang out" but I hope you will also consider retail like dry cleaners. The events like seasonal markets, etc will layer on other uses and attract other users, but make sure the base layer includes everyday uses.
