1. Bicycle Friendly is so essential...
2. Truly deal with the Homeless Situation is essential to create a welcoming pedestrian friendly area.
At least prioritize the Veterans and those on Social Security that simply cannot afford the exorbitant rents in the city.
Doing a ‘Band-Aid’ on this issue is not sufficient.
3. How about allowing the original cobblestones to be a part of all this?
4. Trolley Cars would make it special.
5. To protect all of Elm St, it would be well worth the time and energy to make the area a Historic District.
6. Encourage small business, stores, artists, bakeries, restaurants (No Chain Stores) to be a part of this.

Provide the homeless a place to live.
Until that is done, any improvements will be wasted. It really will be worth every cent. They can rent a studio or something based on a sliding scale. Most homeless havesocial security and veterans have pensions too.
Until this is seriously addressed, all this work and effort will fall flat.
